Duties
The position is located in the In-Service Training Division, Training Services Bureau (TSB), Office of Chief Administrative Officer, U.S. Capitol Police (USCP). As a Training Instructor, provides initial and refresher certification training courses and basic and advance training and qualifications to entry-level and in-service recruit and tenure officers. Advises and support management staff in planning, development, presentation, and evaluation of training courses. Develops, maintains, modifies, and updates training materials and course content used in assigned courses.
Provides instructions on topics within a specialized subject matter field from approved course materials and instructional plans for sworn and civilian employees. Prepares course outlines and lesson plans that are consistent with overall course objectives. Researches and analyzes relevant case law for course presentations, and evaluates and modifies course contents as necessary. Presents instruction, counsels, rates, and score students, officers, and officials participating in the training offered, and determines the initial pass or fail requirements.
Provides solutions for a variety of matters involving training, educational and professional and staff development programs assigned. Keeps abreast of literature and other materials in assigned training areas; evaluates new materials and instructional aides; and participates in training workshops, seminars and courses in order to keep certifications up to date.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-9/GS-11 you must have one year (52 weeks) of specialized experience equivalent to at least CP-8/G10 level, which is in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience is defined as experience which includes: 1) evaluates training policies, procedures, curricula, instructional methods and techniques, quality of instruction, adequacy and utilization of training aids and devices, facilities, and equipment used in training courses to provide improvements, 2) participates in the development and modification of instructional materials used in training courses, 3) prepares course outlines and lesson plans that are consistent with overall course objectives, and 4) presents instruction, counsels, rates, and score students, officers, and officials participating in the training offered, and determines the initial pass or fail requirements.

EDUCATION-- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for CP-9/GS-11 may be met by three (3) full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements described in each grade level. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
