The position is located at the Greater Los Angeles Healthcare System West Los Angeles Campus. The Supervisory Social Worker is licensed at the advanced practice level and assigned to the Care Treatment and Rehabilitation Services (CTRS) program. The CTRS program is a low-barrier, emergency shelter program that provides short-term clinical and case management services to homeless healthcare eligible Veterans.
Duties
Provide direct supervision to a multi-disciplinary staff including social workers and peer support specialist.
Provide orientation and on-going trainings to subordinate staff, providing opportunities for professional growth, skills building, and facilitating an environment to promote the acquisition of new knowledge in effective clinical skills, homeless interventions, and case management services.
Provide on-site guidance and integration of CTRS service integration with the assigned nursing and medical staff.
Conduct oversight of day-to-day productivity standards by staff including prompt enrollment and discharge of Veterans into and out of program services, completing assessment and documentation in a timely manner.
Oversee subordinate staff level of productivity and quality consistent with the complexity of the assignment and consistent with Social Work standards, Joint Commission standards, and VA professional standards.
Conduct team conferences to promote professional development, training, and coordination of service delivery.
Conduct performance evaluation of subordinate staff including semi-annual and annual performance evaluations, work with Union representatives and Employ and Labor Relations on staff consultation, corrective actions, disciplinary actions, staff promotions, professional advancements as well as hiring, retention and termination of staff.
Provide consultation services to other VA departments and programs regarding the psychosocial needs of homeless Veterans and the impact of psychosocial problems on healthcare, adherence to treatment, and housing plans.
Work closely with the Program Coordinator in program planning and development, advising of any shifting trends and identify the need for and make recommendations on program procedure or policy changes.
Prepare and submit CTRS reports and statistics in a timely manner.
Participate on committees and work groups focused on homeless initiatives to meet the changing needs of the homeless veterans.
Collaborate with federal, state, county governments, providers of homeless services, and other stakeholders to assist in providing services for Veterans.
Provide professional development and training as a Field Instructor and/or Preceptor to MSW Graduate Student Interns as well as participate in the School of Social Work Field Instructor trainings and certification as necessary.
Train staff and MSW student interns in the special area of practice and providing field instructions or supervision for licensure or specialty certifications.
Participate in the coordination of special events for homeless Veterans.
Serve on committees, work groups, and task forces within CERS or in the community as deemed appropriate by the Program Coordinator.
Support the mission, policies, and procedures of the Department of Veterans Affairs, the Veterans Health Administration (VHA), the appropriate Veterans Integrated Service Network (VISN), and the facility.
Work Schedule: Monday - Friday, 7:30 a.m. to 4:00 p.m.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfather Provisions: All persons employed in VHA in this occupation on September 10, 2019 are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, they will be reviewed in accordance with the below reference VA Handbook guidance.
Grade Determinations:GS-12 Grade: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Ability to independently organize work, set priorities, and meet multiple deadlines.(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services.(d) Ability to provide staff training and development.(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Preferred Experience:1. At least 1 year of supervisory experience and/or at least 2 years of demonstrated experience leading a team.2. Experience working with Veteran population and/or populations experiencing homelessness.3. Experience in time management, organizational skills and establishing collaboration within the community.
