This position is located in the Acquisition Directorate (AD), Washington Headquarters Services (WHS). The AD provides end-to-end support services for all matters relating to acquisition, procurement and provides operational IT services for the business operations specialist appointed within Office of the Secretary of Defense (OSD), the Office of the Deputy Chief Management Officer (ODCMO), WHS, Pentagon Force Protection Agency (PFPA) and Joint Staff (JS).

Duties

Incumbent typical work assignments may include the following: Serves as a point of contact for advisory business end-to-end procedures and processes. Assists with business strategic policy management oversight, conducts analytical assessments and evaluations, makes recommendations, and oversees the execution/implementation to inform management making, policy development, management, and administration of AD processes and services. Supports officials with various assignments to ensure quality control products derived from analysis be accurate, timely, easily, and clearly communicated to those within and outside AD, and rendered consistent with prescribed organizational policies, practices, milestones, and standards. Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans to communicate findings and recommendations. Assists with developing complete resource plans to support business programs assigned to the WHS/AD. Responsible for assisting with planning, programming, budgeting, and execution of program related activities across a variety of functional disciplines and organizational elements. Helps in defining processes to allocate resources to optimize the performance of program offices. Collaborates with team to identify measurable goals and objectives to include substantial depth of analysis of program resources, defining problem areas, and establishing milestones. Monitors goals and objectives of program resources and determines the impact of proposed resource changes and potential problem areas on program plans. Manages, negotiates, and coordinates the development of Interagency Agreements (IAA) requirements across the acquisition lifecycle which will include conducting analysis, planning, coordinating, and executing all responsibilities associated with management of assigned General Terms and Conditions (GT&C) numbers and ratified IAAs. This includes developing, packaging, reviewing and briefing Bureau of Fiscal Service, U.S. Department of Treasury G-Invoicing Program requirements, leading or participating in securing IAA agreements, agency administrative fees and other program and acquisition fiduciary requirements. Coordinate IAA planning tasks and answering requests for information related to the completion of IAAs and updating the G-Invoicing System, negotiate and accept GT&C agreements, broker orders, exchange performance information, validate settlement requests through IPAC and conduct training sessions with internal and external customers of the Acquisition Directorate. In this capacity, the incumbent must have knowledge of total life cycle management of the IAA requirements and programs to ensure adequate resources are available to support acquisition programs from cradle-to-grave. Provides customer support to the AD Director, FMD Director, Office of the Secretary of Defense (OSD) and all components within 4-Estate, other non-DoD Organizations - Federal Agencies and other DoD Commands, non-mission funded customer coordination through direct and in-direct communications in support of the planning, programming, budgeting, and execution of IAAs, G-Invoicing System data uploads and its process.

Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Providing support and guidance to customers on the life cycle acquisition and program management requirements related to cost, period of performance (Pop), and associated Level of Effort (LOE); 2) Collecting and reviewing new agreements and supporting documents for compliance; 3) Administering, executing and/or assisting in organizational goals, challenging and complex projects/programs; and 4) Identifying and resolving problems that cross organizations and promulgates solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
