The Federal Highway Administration (FHWA), Office of Information Technology and Data Services (HATS), is seeking a highly qualified and motivated individual to serve as a Business Analyst and Contracting Officer Representative (COR) for FHWA. This position serves to manage contracts supporting HATS programs, including IT program management, application development, and software purchasing. The Business Analyst also plans, monitors, and evaluates the HATS budget and planning processes.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience developing plans and schedules, estimating resource requirements, defining milestones and deliverables, identifying and managing risks, instituting performance metrics, and/or evaluating and reporting project status.
Experience analyzing and forecasting budget requirements and developing reports and recommendations based on finding.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience developing plans and schedules, estimating resource requirements, defining milestones and deliverables, identifying and managing risks, instituting performance metrics, and/or evaluating and reporting project status.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
