Salary: $155 700 - 183 500 per year

You will serve as a Policy Advisor within IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will lead the development of Navy's policy positions related to nuclear weapons command and control, operations and employment, arms control policy and negotiation, ballistic missile defense, and CWMD. You will conduct analytical recommendations on complex defense, international affairs and national security issues. You will organize and present policy and planning options. You will communicate on complex policy matters with both subordinates and senior leadership. You will advise the Chief of Naval Operations, Secretary of the Navy staff, Director of the Navy Staff, DCNO(N3/N5), and Director of Plans, Policy, and Integration (N5). You will represent Navy equities in OSD, Joint Staff, or interagency led forums related to nuclear weapons command and control, operations and employment, arms control policy and negotiation, ballistic missile defense, and CWMD.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of Policy Advisor specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Professional knowledge in one or more nuclear weapons functional programs or geographical areas of the national security and international affairs portfolio. 2. Broad knowledge of National, DoD, interagency and Navy strategy and policy documents. 3. Expert knowledge of DoD nuclear weapons mission area programs and arms control processes, how they interrelate, and how they influence DoD decision making processes. 4. Understanding the structure and composition of the U.S. and Navy nuclear weapons mission area, employment guidance, employment policy and operations of the Fleet, as well as knowledge of the planning and programming procedures required to support Fleet operations. 5. Understanding the ramifications of policy and planning proposals on Navy interests and ability to relate Navy concerns to appropriate representatives. 6. Conducting probing, innovative analysis involving complex variables which impact the effective development, interpretation, or implementation of Navy national security and U.S. foreign policy. 7. Communicating effectively on complex policy matters with both subordinates and senior leadership.
