This position is located with the Agricultural Research Service, Field Organization, Plains Area, ETSARC Cereal Crops Research Unit in Fargo. ND. In this position you will be providing administrative support and assistance; serving as a purchase card holder with credit card purchasing authority; and maintaining detailed records and files for an office environment.

Duties

Utilizes processing, database or spreadsheet software to produce a variety of required documents, correspondence and reports. Works with unit personnel to organize contract packages to acquire a variety of services and equipment. Acquires proper approvals; keeps record of progress of purchases through request, purchase, receipt, and close out of bookkeeping; and provides property recording of inventory level items. Serves as a purchase card holder with credit card purchasing authority for equipment, supplies, and services, up to a micro purchase limit. Develops and implements new systems or administrative processes to meet Unit needs. Advises personal property owners on proper identification and tagging of items purchased. Assists the Program Support Assistant (PSA) with research agreement support during peak periods of activity. Works with unit personnel who identify appropriate vendors to place orders and keeps appropriate records in CATS and AXOL systems for accountable property that would be listed in CPAIS. Provides information on governing regulations, preparation and entry of agreements and, and status of agreements with involved organizations. Provides guidance and information to the Cereal Crops Research Unit on all issues related to NACAs, RSAs, Trust, Specific, and Reimbursable agreements, and Memoranda of Understanding.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-07: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is providing administrative support and assistance; serving as a purchase card holder with credit card purchasing authority; and maintaining detailed records and files for an office environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
