This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), External Affairs Division, Legislative and Stakeholder Relations Branch. .
For Washington, DC, this a AFSCME Bargaining Unit position.
Duties
Serves as Correspondence Analyst with responsibility for participating fully in planning and evaluating agency's controlled signature and routing program and in developing and recommending policies for the mission area and its agencies.
Applies a broad knowledge of the mission area's policies and programs to provide oversight during the clearance process to ensure documents for approval and signature are accurate and complete.
Develops policies and plans which foster full understanding of the clearance timelines and expected documentation needed for approval by leadership.
Participates in meetings to obtain up-to-date information on current program and administrative developments, trends, and potential policy changes.
Analyzes and evaluates correspondence program needs to advise senior leaders and stakeholders on changes needed.
Advises management on possible reactions to policy changes based upon knowledge of individual or group positions as stated in materials moving through clearance process.
Partners with division members and representatives to develop, implement and evaluate correspondence program and procedures.
Manages correspondence tracking and control system including coordination of documents (i.e. policy materials, memos, and reports).
Ensures that all approved and/or cleared materials accurately and completely convey the current policy position, of the senior leaders, division/agency and/or signing officials.
Manages correspondence tracking and control system for policy materials, memos and reports.
Assists division with the planning, executing, communicating, and reporting on items in clearance and issues.
Analyzes and evaluates correspondence program needs to advise senior leaders and stakeholders on changes needed.
Determines the appropriate writing style and format to meet the requirements of the subject matter and the intended audience.
Ensures the consistency of written articulation of program area policy and program information to be signed by senior leaders.

Qualifications
Specialized Experience: To qualify for the GS-11 grade level, you must possess one year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the Federal service or comparable experience not gained through federal service.
Experience assisting with coordinating variety of administrative activities related to correspondence analysis and/or related areas;
Experience interpreting and explaining information and concepts in a clear and concise manner for a variety of audiences;
Experience working with programs with the ability to analyze developing issues to integrate solutions.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. To combine education and experience, first take the total number of completed graduate level semester hours beyond the second year and divide by 18. Then take the number of months of specialized experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Assisting with planning correspondence activities and establishing and maintaining personal contacts for the routing of documents and/or materials;
Determining the routing, review, signatory, and approval levels of all types of documentation;
Interpreting and explaining information and concepts to various audiences (i.e. industry, civilian, academic, and governmental);
Analyzing and assessing developing issues and their impact on the communications plan to develop and integrate solutions.
The substitution of education is not qualifying for the GS-12 Level.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Education
