Duties

WHAT YOU'LL BE DOING DAY TO DAY As an IT Specialist (SYSANALYSIS), you will use your knowledge of and experience to optimize business results and customer experience by: Assisting with and preparing technical need requirements for enterprise acquisition documents, Independent Government Cost Estimate (IGCE), statement of work (SOW) and Performance Work Statements (PWS) for contract review, solicitation, and award. Leads acquisition teams addressing major procurements representing significant technology upgrades or unprecedented approaches. Assessing new system design methodologies to improve system performance and quality, measuring risk and presenting recommendations for adoption of new methodologies. Defining product strategy and roadmap and directing the creative process of generating, developing, and curating new ideas in order to determine which ideas should be promoted into features to push the product strategy forward that will achieve key objectives for the product line and business. Consulting with internal and external customers and stakeholders to refine functional requirements into design specifications representing new approaches or priorities. Consulting with ACL Chief Information Officer (CIO) and Chief Information Security Officer (CISO)/ Chief Technology Officer (CTO) and product customers to assess and anticipate current and future product requirements and functionality to develop a long-term product plan. Establishing service levels, executing agreements and delivering regular performance reports against service level agreements (SLAs), including monitoring customer experience and customer feedback to inform on product strategies. Creating communications and documentation for executive and mid-level managers. Ensuring all guidance and work products comply with accessibility and security requirements.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least three (3) of the following: Evaluating the feasibility of new systems development projects. Defining product strategy and/or roadmaps to generate, develop, or curate new ideas that will achieve key objectives for a product line or business. Ensuring that IT products align to customers evolving business needs and support agency overall technology roadmap, strategy, and goals. Establishing service levels, executing agreements and/or delivering regular performance reports against the service level agreements (SLAs). Working with social service providers, grant makers, or consultants, with focus on older adults, people with disabilities, and caregivers.
