Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as directing, planning and assigning work though subordinate supervisors and/or staff of an organization supporting wide-ranging function for both day to day and long-term operations; Providing expert guidance to subordinate organizations that are involved in providing senior leadership with program analytics and evaluation results that are utilized in the resource management process for greater program efficiency, effectiveness and accountability, AND Facilitating the programming, reprogramming, and efficient and effective use of funding, or other resources, which is appropriate to support major substantive requirements.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the full range of administrative laws, policies, regulations and precedents applicable to the administration of OLEM programs.
Ability to serve as an authority on administrative and procedural issues for regulatory and science policy development.
Skill in developing and formulating program policies and objectives.
Expertise in conducting program reviews and assessments of results for policy objectives.
Knowledge of Agency regulatory development processes and science policy development procedures.
Skill in oral communication.
Skill in written communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
