The selectee for this position will serve as a Performance Assessment Representative in the S4 Department, Public Works Division of MCAS BEAUFORT SC. As a Performance Assessment Representative, you will be responsible for pre-award specifications tasks and an array of post award functions to include, performance assessment plan development, performance assessment, and contract administration functions.

Duties

You will review pre-bid contract specifications for compatibility with administration of methods of assessment. You will develop draft contract specifications. You will assist in conducting pre-bid conferences. You will establish performance assessment schedules. You will perform on-site in-process inspection of maintenance construction and maintenance service contracts. You will prepare performance assessment worksheets. You will evaluate the quality management systems of contractors to verify proper controls are in place to ensure the delivery of quality services. You will provide monthly summaries of performance assessment worksheets to the facilities support contracts manager.

Requirements

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to attend initial NAVFAC Performance Assessment Representative Training.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing performance assessment plans. Experience performing pre-award contract tasks such as reviewing or developing contract specifications. Experience preparing inspection schedules based on methods of assessment. Experience reviewing contractor's invoices and recommending payments. Experience evaluating contract modifications and change orders and preparing cost estimates. Experience analyzing adverse quality trends or conditions to determine appropriate corrective actions. Experience preparing written documentation of assessments. Education

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

A combination of experience and graduate education as described above that equates to one year of experience
