About the Position: Works under the general supervision of the Fire Chief who assigns work in terms of overall program goals and objectives which are stated in the form of fire fighting and fire prevention techniques and procedures, inspection reports, performance standards, and other oral and written instructions. This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Duties

Develop, coordinate, and manage the department’s fire prevention and risk reduction program. Direct the Fire Prevention Branch in the daily application of sound fire prevention practices on the installation. Oversee the determination of training needs for personnel assigned to the Fire and Emergency Services Division. Coordinate training needs with the Fire Chief and shift supervisors. Establish operating procedures and prepare guidance necessary to execute assigned programs. Supervise the fire prevention program and fire inspectors. Assign work, maintain time and attendance records, approves leave, and prepares all reports dealing with subordinate personnel. Review building inspection hazard reports prepared by subordinates, ensures information and documentation of inspections is annotated correctly. Perform systematic evaluation of program activities and functions to measure the effectiveness of program efforts, adjusts as necessary to attain current program objectives. Advise, counsel and instruct employees on both work and administrative matters. Conduct classes in fire prevention, fire safety, local and DoD regulations as well as hands-on firefighting classes for installation employees and other civic groups. Maintain a current list of prioritized fire protection deficiencies as submitted to Directorate of Public Works, briefs the Fire Chief on status of deficiencies and other work requests that degrade fire protection. Responsible for organizing, scheduling and completion of all required inspection requirements as established by regulatory timetables. Organize the installation training requirements into scheduled areas, sets up training classes for all military and civilian employee personnel. In the absence of the Deputy Chief the incumbent may function as the Deputy Chief.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and then continue to maintain a SECRET security clearance.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position requires you to work 72 hours per week (144 hours per pay period) to include weekends and holidays and may be subject to recall after normal tour of duty in cases of emergencies.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires participation in a cardiovascular physical fitness program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). IN ADDITION TO SPECIALIZED EXPERIENCE THE POSITION REQUIRES THE INCUMBENT TO POSSESS THE FOLLOWING CERTIFICATIONS IAW Fire Officer III Fire Instructor II Fire Inspector III HAZMAT Incident Commander Airport Firefighter The employee must possess and maintain State or National Registry Emergency Medical Technician (NREMT) certification. This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a secondary position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage.

Coverage under Special Retirement Coverage is NOT automatic. However, an employee may bring their existing special retirement coverage with them if they meet the transfer requirements below.

CSRS - Per CSRS and FERS Handbook, Subchapter 46A, Section 46A3.2-1C - The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a primary position to a secondary position; and if applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.

FERS - Per CSRS and FERS Handbook, Subchapter 46B, Section 46B3.2-1C - The employee, while covered under the special provision, moves directly (that is, without a break in service exceeding 3 days) from a rigorous position to a secondary position.

The employee has completed 3 years of service in a rigorous position, including any such service during which no FERS deductions were withheld; and If applicable, the employee has been continuously employed in a secondary position or positions since moving from a rigorous position without a break in service exceeding 3 days.

NOTE:

Service as a temporary or intermittent employee may be counted toward the 3-year requirement if it is otherwise qualifying. (While under an intermittent tour of duty, only actual days worked are counted.) For purposes of applying the 3-year requirement, it does not matter whether the service is actually made creditable by payment of a deposit or whether the service cannot be made creditable. Thus, even post-1998 non-deduction service (which can never be creditable under FERS for the purpose of qualifying for or computing a benefit) can be used to meet the 3-year requirement. Also, Federal service under another retirement system for Government employees may be used to meet the 3-year requirement if it is otherwise qualifying.

A break in employment in secondary positions that begins with an involuntary separation (not for cause) within the meaning of 5 U.S.C. 8414(b)(21)(A) is continuous for this purpose.
