This position is part of the National Archives and Records Administration (NARA). Generally, the incumbent will perform analyses, management studies, and surveys concerning organizational structure and behavior, business practices, methods, new techniques, manpower, space and equipment requirements, and utilization of activities producing recommendations to ensure maximum efficiency and economy of resources in accomplishing the mission.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Management Analyst, you will:
Conduct management studies, audits, analyses, reporting, design, and surveys of the various organizational elements.
Prepare reports outlining findings, analytical statements of fact, make recommendations, etc.
Conduct or participate in the conduct of studies to develop or revise automatic data processing and other mechanical systems.
Prepare correspondence and other written documents to inform and/or instruct employees and the public about NARA operating business practices.
Create, update, and maintain desktop computer applications and/or web pages using NARA-approved software.
Qualifications
SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Analyzing program issues and recommending resolution actions in support of agencies and/or internal and external stakeholders; AND
Communicating findings in a clear and well-organized manner to internal and external individuals at all levels of an organization; AND
Assisting with or managing projects or assignments in order to implement or enhance procedures and/or processes.
OR
EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR an LL.M. in a field related to this position.
OR
COMBINATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Analyzing program issues within business applications and developing findings and/or recommendations; AND
Communicating with both internal and external stakeholders on technical issues; AND
Assisting with or managing projects or assignments in order to implement or enhance procedures and/or processes.
OR
EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field, or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION: You may qualify by a combination of experience and education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07level for 52 weeks.
