The Management Analyst position resides in the Department of Program Services (DPS), Judiciary Data and Analysis Office (JDAO), Data Programs and Policy Branch. The JDAO is responsible for developing an overall strategy for judiciary data, ensuring compliance with data governance across all judiciary data, and providing analysis and reporting to meet statutory requirements.
Duties
The incumbent will fulfill a key role working across JDAO and with other Judiciary staff to identify, formulate, and implement technical, operational, and organizational solutions to business problems. The incumbent serves as the business subject matter expert on JDAO systems and the source systems that provide data to JDAO systems. The incumbent will provide a holistic and objective perspective in performing duties that include, but are not limited to:
Performing the role of a Business Analyst including: facilitating communication and collaboration between the business and information technology (IT) staff to solve business problems, analyze business processes and systems, assist in identifying business needs, translate business needs into requirements for IT staff, translate IT questions into business language for stakeholders, negotiate alternative solutions, review design documents to ensure technical solutions meet business needs, and perform both white-box and black-box system testing.
Developing and maintaining subject matter expertise related to: data elements (including business purpose, definition, and limitations), reports (including calculations, criteria, and standards), operational practices and procedures that impact data collection and reporting, data source systems (including the database structure as well as how data are captured and transmitted), and data collection and reporting systems (including the database structure as well as how data are received, transformed, validated, stored, and reported).
Performing advanced queries and analysis of data in complex relational databases with millions of records using business intelligence reporting tools (such as Business Objects) and/or query languages (such as SQL) for carrying out root cause analysis of data quality and system issues, profiling data, testing systems and reports, providing datasets to data analysts and statisticians, providing reports or data in response to customer inquiries, and for other purposes.
Proactively identifying issues and opportunities with respect to data quality, policies, processes, systems, and standards. Providing solutions to business problems by determining suitable courses of action, performing the appropriate analysis, formulating and evaluating alternatives, working collaboratively with internal and external stakeholders, making recommendations to management, achieving buy-in, utilizing both formal and informal leadership on cross-functional teams, documenting and communicating the solution, and implementing the solution into the business.
Communicating technical and non-technical information at the appropriate level, orally and in writing, to both staff and management. Producing documentation appropriate to the target audience including, but not limited to, issue papers for management decision, end user documentation, policy statements, functional requirements documents, report specifications, process flows, training materials, and presentations.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following areas:
Performing complex troubleshooting of data submission, data processing, data quality and data reporting issues.
Eliciting and documenting business requirements and translating non-technical requirements into measurable business requirements for software systems.
Ability to query various databases, datasets, arrays, and other non-structured data elements.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from four-year college or university in a related field is highly desired.
