This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD
About the Position: Serves as a Public Affairs Specialist in the Joint Munitions Command (JMC) Public Affairs Office.
Duties
Executes media and community relations programs to inform and educate the general and specialized publics, the workforce, news media, and others about missions, policies, and activities.
Analyzes information needs in terms of public needs to be met and provides advice on program information problems.
Researches, develops, and disseminates information materials (speeches, news releases, advisories, feature stories, etc.) on activities to reach a wide audience through news media, public forums, and other channels of communication.
Implements programs aimed at specialized groups, national organizations, and the general public.
Establishes and maintains effective working relationships with members of the news media, field offices, and specialized groups interested in agency programs
Recommends and/or develops effective channels of communicating messages, to include channels not regularly employed, if they are effective in reaching targeted audiences.
Conducts analyses of attitudes and opinions of the public toward the organization and its programs.
Analyzes information needs in terms of public needs to be met and provides advice on program information problems.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which disseminating organization information to the general public, and maintaining effective working relationships with local, regional, and national news media representatives; applying communication methods, principles, and practices to assist in conveying information; providing advisory services to subordinate commands or others in order to identify communication needs in relating information to the public; and writing numerous articles that have been published for large audiences.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
