This position is located in the Department of Health and Human Services, Administration for Children and Families, Office on Trafficking in Persons, located in Washington, District of Columbia.

Duties

Develops new implementing procedures to improve the effectiveness and efficiency of program or administrative operations. Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Reviews, analyzes and interprets new or proposed legislation or regulations to determine the impact on program operations for complex, unrelated, and unprecedented problems. Participates in meetings with senior analysts and managers in developing strategies to improve program operations. Advises management officials on short and long-range plans, goals, objectives, policies, procedures, and directives concerning program operations.

Qualifications

Applicants must demonstrate that they meet the Selective Placement Factor AND Specialized Experience requirements as noted below. Selective Placement Factor (SPF):You must meet one of the items listed below (A or B): A. FAC/COR (Federal Acquisition Certification-Contracting Officer's Representative) Level II B. FAC/COR (Federal Acquisition Certification-Contracting Officer's Representative) Level III Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Utilizing qualitative and/or quantitative methods for the assessment of administrative operations. 2. Collaborating in the preparation of written products (i.e., decision papers and visual aids) presenting data, reports, proposals, and recommendations. 3. Planning, organizing, tracking and/or managing budget data for assigned programs. 4. Negotiating, drafting, and preparing funding documents. Selective Placement Factor (SPF): This position requires a SPF be met in order to meet minimum requirements for the position. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
