The position serves in the Office of Geriatrics and Extended Care (GEC), Patient Care Services (PCS), Veterans Health Administration (VHA). This position provides support to the Director, Business Operations and Management (BOM) in the development and enhancement of operations and administrative functions within GEC. This position is a key member of the management team within GEC and serves as the primary link between the Director, BOM and the administrative/operational staff providing support.

Duties

The position independently supervises the day-to-day administrative functions of GEC so that the organization runs smoothly, and the professional staff can concentrate on programmatic responsibilities. This involves administrative management, travel and procurement, ADP support, space needs, establishing meeting schedules, scheduling and reviewing briefings on key issues, suspense and control systems and other analysis of information or refinement of recommendations and proposals. The position independently makes day-to-day decisions for GEC's administrative program elements. This involves ensuring that policies are implemented quickly and effectively. Resolves problems and makes decisions on issues raised by various VHA elements. The position provides guidance and/or direction to support staff to ensure travel plans/authorizations, expense reports and timecards actions are approved in a timely manner. Other duties included but not limited to are: Reviews guidelines and criteria for proper equipment and facilities of new and existing GEC programs in coordination with PCS, Office of Facilities Management, and other offices as appropriate to ensure consistency and compliance with strategic plan. Reviews requests for these resources (equipment, staff, and space) to assure compliance with criteria and resolve and/or recommends compromises as required. Conducts and analyzes studies and projects fundamental to planning, programming and availability of resources such as long and short-term forecasts of technological changes, future patient workloads, staffing projections and cost comparisons. Analyzes trends and problems and initiates inquiries to determine the causes and recommends revisions to improve effective utilization of resources. Reviews submitted documents and action plans and ensures that these plans reflect current GEC policy. When there are conflicts, position makes recommendations to the Director, BOM to resolve differences with specific facilities. Coordinates the replies to inquiries from members of Congress, Veterans Service Organizations (VSO), media and other interested stakeholders with approval of the Executive Director or his/her designee. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR??? Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interact effectively both through written and oral communications with a wide variety of health, and other professionals, and to organize conferences and task forces; perform wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; conducts and analyzes studies and projects fundamental to planning, programming and availability of resources such as long and short-term forecasts of technological changes, future patient workloads, staffing projections and cost comparisons; and makes general and specific work assignments, evaluates the work performance of support staff and assures that production and accuracy requirements are satisfied. Preferred Experience: Supervisory experience and VISN or Central Office experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires long periods of sitting and working on a computer terminal. There is some travel involved in this position.
