The position is located within the Indian Health Services (IHS) under Navajo Region Human Resources, Division of Work Force Relations. The employee provides consultation, assistance, and advice pertaining to the interpretation and application of a wide array of Human Resource regulations, policies, procedures, and guidelines related to the employee relations and labor relations specialization of federal human resources.
Duties
The incumbent serves as a Human Resources Specialist in the field of Employee Relations and Labor Relations which specifically includes the following functions:
(a) adverse and disciplinary actions,
(b) both administrative and union grievances and appeals,
(c) employee benefits including retirement, and
(d) performance management.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.; or, your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: reviewing routine to complex, multi-issues, and multi-party complaints to grievances by conducting personal interviews and other fact finding procedures to advise management of approaches to resolve situations.
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.; or, your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: developing complex proposals/plans for the employee relations program areas; representing management in grievances, arbitration cases, and unfair employee practice and impasse hearings; independently resolving difficult issues/problems requiring consideration of the total personnel management program; assisting in the investigation of grievances and complaints, and is responsible for gathering and providing information requested as part of formal and informal EEO complaints; and investigating grievances on complex and/or far-reaching issues in the pre-litigation stage for possible settlement or withdrawal.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
