This position is located at Gallup Indian Medical Center under the Navajo Indian Health Service (IHS) Human Resources Region, Division of Client Services, Gallup, NM. The function of the Human Resources Branch is to provide Human Resources support in the position classification, pay administration, strategic recruitment, hiring and placement, and executive resources. The workforce consists of General Schedule and Wage Grade employees.

Duties

Exercises responsibility and delegation of authority to manage a Human Resources program to assure staffing in all serviced positions by recruitment, reassignment or promotion of employees for maximum utilization of skills and mission accomplishment. Establishes administrative directives, standards, guidelines and assures adherence to administrative management. Determines program goals and objectives and monitors the overall aspect success in meeting each goal. Provides policy or technical guidance by interpreting regulations, requirements and procedures concerning human resources issues. Assures and provides Human Resources service to the Public Health Service Commissioned Corps Officers; including assisting management explaining civil service qualification and hiring requirements. Formulates and issues instructions and procedures for non-routine or complex assignments, new or changed programs, function, procedures, personnel assignments and other operational matter proposed by employees. Makes decisions on problems not covered by precedents, protocols, or established policy. Reviews and analyzes records, reports and other work activities to evaluate performance. Serves as an authority on Indian Preference and Veterans' Preference laws, regulations, and policies. Assures selection, placement and utilization of qualified employees, interviewing applicants, analyzing qualifications, referring candidates to program officials. Provides management advisory services concerning cases or problems arising from decisions and/or stands involving human resources areas. Exercises direct management and supervisory authorizes on all matter pertinent to personnel management. Directs classification, staffing automated timekeeping system, electronic pay and personnel processing functions. Makes decisions on work problems by implementing and monitoring performance standards, evaluates subordinates' performance.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Supervising and managing a Human Resources program encompassing a wide range of support in classification, recruitment and placement, and providing technical guidance to staff, employees, management, and senior leadership on policies and procedures according to laws and regulations. Manages HR function such as position and pay management, recruitment and staffing, automated HR systems, personnel processing, etc. Sets and evaluates work performance standards. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
