This position is located within the Indian Health Services (IHS), Navajo Region Human Resources (HR), Division of Client Services. The purpose of this position serves as a senior HR Specialist responsible for technical evaluation of HR Client Services Recruitment, Placement, and Onboarding functions. Provides assessment, technical advisory services and management assistance to improve HR program functions.
Duties
Works with the HR Supervisor(s) to ensure performance and ability to meet HR business requirements are established and implemented.
Performs audits on human resources Client Services functions to ensure programs are operated in accordance with merit system principles.
Audits coding of SF-50s Personnel Action Forms for processing. Reviews HR actions for the appropriate nature of action and authority codes, remarks, and effective dates.
Prepare audit findings, consolidate information for review reports, and interpret reporting requirements and program instructions.
Reviews and identifies correction of erroneous personnel actions using Federal statute, IHS policy and OPM guidance to ensure HR Specialist (Recruitment and Placement) staff correct actions to erroneous personnel actions in HR Recruitment and Placement.
Identifies technical discrepancies in HR Client Services areas identifying the need for training, interventions and strategies that improve the HR staff's accuracy with processing and coding personnel actions.
Provides HR staff with information, guidance and interpretation related to complex HR policies that require substantial research.
Collaborates with HR Supervisor(s) and management in determining short- and long-term initiatives and project support needs and in developing effective HR Solutions methods and strategies for proactively researching, analyzing and resolving long standing systemic issues within the HR Operations processes.
Develops and provides consultative services and authoritative advice to HR staff; managers, supervisors, and employees regarding very broad, difficult and complex HR issues involving the HR subject matter areas.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Must have work experience in performing work that involves auditing HR Staffing processes in recruitment and placement and reports findings for HR improvement and quality assurance; utilizing the HR web-base applications, i.e., EHCM, USA Staffing, HR Exchange, On-boarding, etc.; collect, analyze and interpret data from a variety of Human Resources information systems; understanding and applying principles, procedures, requirements, regulations, and policies as related to Human Resources; use functional expertise to the development of data reports and process workflows.
Condition of Employment: Must obtain Delegated Examining (DE) certification within one year of hire and maintain certification thereafter. Statement of understanding will be provided on first day. Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
