As a Management & Program Analyst (Evaluation) at the GS-0343-13/14, you will be part of Office of the Inspector General, Equal Employment Opportunity Commission. You will serve as an Evaluator in the Evaluation Program within the Office of Inspector General (OIG). The Evaluation Program is responsible for planning, conducting, and coordinating evaluations and other reviews of EEOC programs, operations and activities.

Duties

Establish and maintain liaison with agency officials, federal agencies, and state and local government agency officials concerning programs, policies and activities which may need evaluation. Perform various analytical tasks needed to develop and publish OIG wide reports, such as the OIG's semiannual report to Congress, OIG's strategic plan, OIG's operating plan, and EEOC's annual performance and accountability report. Create ideas for new reviews and technical evaluations and develop program evaluation proposals. Direct or perform all aspects of the evaluation process, including scoping, preparing transmittal memos, and other communication with stakeholders. Develop project plans and objectives, and determine scope, methods, and resources required of evaluations and other reviews. Schedule evaluations and reviews to efficiently use resources. Perform contract administration for evaluations and reviews outsourced by OIG and serving as a Contracting Officer Representative (COR). Use critical thinking skills and exercise professional judgment in all phases of analysis, ranging from sorting out the most important areas when dealing with voluminous amounts of information concerning policies. Ensure that the many facets of a policy issue and analytical techniques are explored to develop feasible options or alternative proposals and anticipating responses to policy questions. Conduct briefings and prepare written communication in order to present findings in a logical manner. Prepare written material complicated by external and internal factors such as short deadlines and limited information. This position requires completion of the Confidential Financial Disclosure Report (OGE Form 450)

Qualifications

For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience includes planning and conducting evaluations or performance of Federal government programs; designing the methodology, scope and/or approach of evaluations; applying analytical techniques to answer evaluation objectives; leading meetings with program personnel and managers to present findings and explain the significance of conclusions to justify recommendations and answer questions on the evaluation report; and writing evaluation reports. For the GS-14: You must have at least one year of specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience includes applying advanced analysis techniques in the review and evaluation of programs to identify problems and recommend solutions; developing and reviewing strategic plans, performance reports and directives related to administrative operations; verifying the accuracy of evaluation findings and conclusions; guiding the development and design of an agency's evaluation process and systems; and leading meetings with program personnel and managers to present findings and explain the significance of conclusions to justify recommendations and answer questions on the evaluation report. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13/14 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
