THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0343-09 PROGRAM ANALYST (TITLE 5), Position Description Number T5183000 in SPMD 122B and is part of the MO Directorate of Plans Operations and Training. APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand. Advises the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed. Performs other duties as assigned.

Requirements

  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.

  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector which has equipped you with the particular tasks to perform successfully the duties of the position, and that demonstrates your ability to serve as the analyst and consultant for the management and administration of programs within a directorate; serve as coordination point for program requirements; and provide guidance concerning management principles, organizational theory and techniques of analysis. The specialized experience must also indicate experience in conducting studies of work processes and procedures; identify problems, review production standards, and make tentative recommendations for problem resolution.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
