THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0343-11 MANAGEMENT ANALYST (TITLE 5), Position Description Number T5112000 in SPMD 171B and is part of the MO Directorate of Human Resources.
APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.
Duties
Manages full-time manpower requirements for the organization.
Reviews determinations of manpower requirements to ensure requirements are proper according to workload factors contained in various staffing standards used in justifications of manpower requirements.
Facilitates corrections to requirements and subsequent authorizations based on projected force structures and exception situations.
Reviews proposed organizational structures based on management needs, local realignments, force structure changes, appropriate position classifications and agreement with the basis for the manpower requirements of the organization.
Coordinates necessary changes with proper program managers and approval through appropriate offices.
Provides broad management advisory services.
Provides recommendations to managers and supervisors relative to ways to reduce turnover, prevent job dilution, facilitate career development, achieve upward mobility, and restructure jobs to facilitate recruiting.
Ensures manpower structures achieve the optimum balance between economy, efficiency, skills utilization, and employee development.
Advises on supervisory ratios, manpower design concepts, and organizational structures.
Assists supervisors in the development of exceptions to manpower standards based on job analysis, supervisor input, and knowledge of the organization.
Researches and prepares comprehensive justification for additive or deviations to manpower standards.
Advises supervisors of impact of manpower changes on grade levels, organizational structure and mission accomplishment prior to affecting changes.
Keeps abreast of projected force structure changes and the effects on organizational structures and impact to position management.
Advises managers of methods to limit adverse impact and project enhancements based on currently filled positions and structures of organizations affected by realignments and force structure changes.
Participates in long range planning with organizational managers to properly organize structures and enhance mission accomplishments.
Recognizes problems that impact managers of other programs or human resources specialties and functions in problems of more than average difficulty and ensures effective resolution in accordance with law and regulation.
Validates appropriate technician pay accounts for use in various organizations based on manpower vouchers.
Determines appropriate allocations for the organization based on higher headquarters guidance.
Makes recommendations for use in higher echelon’s allocation guidance based on fill rates of organizations, force structure changes, upcoming structural changes to organizations, and recruitment/turn-over problems.
Performs other duties as assigned.
Requirements
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Qualifications
GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to manage full-time manpower requirements; provide manpower advisory services; perform position management for workforce requirements; and assist in management of payroll appropriations and disbursements. The specialized experience must also demonstrate you possess knowledge of analytical and evaluative methods and techniques to assess program development or execution to improve organizational effectiveness and efficiency; and participates in long range planning with organizational managers to properly organize structures and enhance mission accomplishments.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
