USDA Food and Nutrition Service is responsible for administering the nation's domestic nutrition assistance programs. The Child Nutrition Program is recruiting for a Division Director who will assume overall responsibility by providing leadership, directing planning and administration of branches, building and supporting partnerships internally, with other divisions, program areas, regional offices, and cooperating organizations.
Duties
Provides leadership and directs the planning and administration of the program and activities.
Exercises discretionary authority to approve distribution of program funds in organization's budget.
Determines operational policy and plans and implements programs within broad bounds of authority delegated.
Recommends the development or revision of long-range plans, goals, and objectives for the work directed.
Participates in the hiring process and makes recommendations for section positions.
Interprets and enforces policies and procedures to ensure efficiency and effectiveness of program operations.
Engages in performance management activities.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify at the GS-15 level you must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in federal service or equivalent experience. Specialized experience is defined as:
Applying knowledge of laws, rules, and regulations in Federal nutrition programs, with special emphasis on Child Nutrition policy and regulatory development;
Communicating information, both orally and in writing, to contacts within and outside the organization to provide advice, negotiate, and explain procedures, practices, policies, and work-related changes affecting these groups;
Evaluating program policy and operations for issues or deficiencies; recommending, justifying, developing, and implementing appropriate solutions; and
Providing direction, coordination, and leadership to staff and senior managers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
