Position is located in the U.S. DOL, Employment and Training Administration (ETA), Office of Workforce Investment (OWI). OWI is responsible for implementing an integrated national workforce investment system that supports economic growth and provides workers with the information, advice, job search assistance, supportive services, and training for in-demand industries and occupations needed to get and keep good jobs.

Duties

As a GS-0110-13, Economist, your duties include but are not limited to the following: Define and conduct research studies on economic products, industries, and data while applying a high degree of insight to isolate and define key features of economic problems. Understand and explain economic movements as well as methods and concepts to external customers and stakeholders. Use considerable creativity or ingenuity to conduct extensive research and investigation to solve unusual economic problems. Resolve technical issues of critical or controversial nature as a subject matter expert; weigh the impact of technical decisions on agency programs, available resources, and performance reliability. Stay abreast of current and planned changes in source data. As changes occur, utilize findings and interpretations to develop new or revised policies and procedures to maintain consistency in concepts and coverage. Present research results in comprehensive reports, tables, and/or charts. Create new data files, tables, and/or charts for various assignments. Prepare memos and documentation about data trends and productivity measures originating from DOL, other agencies, or the private sector. Prepare and deliver formal and informal presentations on areas of expertise in meetings, conventions, and briefings; clearly communicate and explain complex technical principles and analyses to stakeholders, customers, and other appropriate audiences.

Qualifications

You must meet the Basic Requirements/Individual Occupational Requirement (IOR) listed in the Education Requirements section and the Specialized Experience to qualify for Economist, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes all of the following: a) Researching, compiling, and analyzing economic data and/or statistical reports from a variety of sources (e.g., federal agencies, states, grantees); and b) Validating data, preparing interpretive reports, and presenting/reporting results and outcomes reflecting economic patterns and/or labor market trends; and c) Advising and consulting on economic and workforce matters to government officials, private organizations, and/or citizens. Education

BASIC REQUIREMENTS:
In addition to meeting the Specialized Experience requirement, all applicants must meet the Basic Requirements/Individual Occupational Requirement (IOR) for the 0110 Economist occupational series with:

Degree: Bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience: Courses equivalent to a major in economics, as shown above, plus appropriate GS-12 level experience or additional education. The combined total must equal 100%.
