This position is located in the Office of the Under Secretary for Benefits - Office of Strategic Support & Initiatives in Washington, D.C.. The Program Analyst works on the Strategy and Operations Team and performs a variety of analytical, strategic planning, evaluative, and advisory work related to the coordination and management of VBA's programs, staff offices, and business lines on complex and sensitive program issues; and serves as a liaison for multiple divisions within the organization.
Duties
Review and track projects initiated and supported by the Office of the Under Secretary for
Benefits.
Develop multiple recommendations for programmatic improvements in workforce operations
to promote efficiency, cost-saving deliverable quality and scope management for Veterans Benefits Administration's (VBA) program officials and leadership.
Participate in all phases of organizational and management matters concerning activities of the Office of Strategic Support and Initiatives (OSSI).
Develop and recommend effective and efficient internal management controls and
administrative practices for the Office of Strategic Support and Initiatives (OSSI).
Prepare and review responses for Veterans Benefits Administration (VBA) leadership review and approval.
Attend briefings and meetings as required to include meetings with project teams focused on sensitive topics, including labor practices and negotiations.
Provide minute-taking support, action item reconciliation and tracking as required to manage discussion outcomes properly.
Create, edit, and prepare reports, evaluated information, budgetary proposals, workload
statistics, recommendations, and similar products necessary for effective direction of program
operations in response to external stakeholders’ requests.
Lead the facilitation of discussions, meetings, conferences, and conference calls with
management, program officials, and employees to share information regarding agency
program activities and organizational elements.
Perform other related duties as assigned.

Specialized Experience:
To qualify at the GS-13 grade level: Applicants must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as: (1) Reviewing and tracking projects; (2) facilitating discussions with management, program officials, and employees to share information regarding agency program activities and organizational elements; AND (3) preparing executive level responses for leadership review and approval ensuring responses are timely, clearly addressed, and are consistent with existing agency policies.
Examples of qualifying work experience include, but are not limited to:
- Analyzing program areas, evaluating employee and organizational effectiveness;
- Determining compliance with department procedures, workload standards and regulations.
- Reviewing correspondence for technical and substantive compliance with management and department policies;
- Researching, interpreting, and applying organizational policies, and processes.
- Providing oversight of programs, projects, policies relating to any facet of organizational operations;
- Developing and recommending appropriate actions to improve efficiency and/or effectiveness; AND
- Providing strategic communication, planning advice, and consultation to higher level management and agency officials.
Please Note: There is no provision to substitute education for specialized experience at the GS-13 grade level.
