The GS 7 incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties described in the target position description, PD# 99777-S, Administrative Officer, GS-0341-09. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery.

Duties

Leads in administering programs concerning such matters as equal opportunity, merit promotion, employee/labor-management relations, and position management. Administers space and equipment programs. Establishes HR/Equipment/Space Policy for the VA Police Service. Incumbent serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration that includes knowledge of personnel operations, position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent is responsible for constant surveillance, evaluation, and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent will make recommendations to the Chief of Police for revised space assignments to medical center leadership (Space Committee) and to reallocate space to meet these demands. Incumbent is the authorized approving official for orders for supplies, services, and equipment. The incumbent reviews requests within the service to verify their need and ensures that each section receives the appropriate share of the finds and resources available. Develops the need for and maintains an awareness of available resources, and makes recommendations to the VA Police Chief, resources management board, and budgeting committee regarding needs, distribution, or redistribution of resources. Authority for the fund control points with final approving authority resting with the VA Police Chief. Incumbent gathers and analyzes budget needs of the VA Police Service for the Medial Center and supervises all phases of budgeting within administrative requirements. Plans a system of internal controls that assure the fiscal management of the VA Police Service will be maintained on a sound basis in accordance with generally accepted accounting practices. Incumbent is responsible for formulation and execution of annual budget including supplies, equipment, and all other general operating expenses. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understand of budgetary policies, procedures, and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Manages procurement and contracting for VA Police Service. This includes preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase order for supplies and non-- expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 or GS-5 in the normal line of progression for the occupation in the organization. Specialized experience includes: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures; and coordinating with management to control purchasing and use of supplies. You will be rated on the following Competencies for this position: Analysis and Problem SolvingBudget AdministrationContracting/ProcurementPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
