This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides a variety of software services and analyses to ensure suitability, reliability, maintainability, interoperability, and configuration integrity of software used in avionics, electronic warfare, cyber electromagnetic, sensors and intelligence, surveillance and reconnaissance.
Duties
Serves as a technical expert regarding software support for IEWS systems in one or more IT functions.
Design and implementation of new requirements and modifications to existing software as well as software reprogramming.
As the lead or principal analyst, designs software modifications.
Evaluates software designs; evaluates systems configurations and monitors implementation.
Provides IT advice, assistance, and training to customers who manage the development, production, and sustainment of IEWS systems.
Formulate, plans, implements, manages, tracks, and evaluates large-scale and extremely complex IT support projects and their associated requirements and risks.
Plans and provides customer support services including installation, configuration, troubleshooting, and training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Special- Sensitive, Top Secret with Sensitive Compartmented Information security clearance.
- Must comply with Drug Abuse Testing Program requirements. This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and due to involvement with an on-duty accident.
- Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Practitioner Certification within 36 months of entrance on duty.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year trial/probationary period may be required.
Qualifications
The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-03 broadband, subject to the CECOM control point policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.
This non-supervisory position is subject to a salary control point equivalent to the GS-13, step 10 base salary, or if the incumbent's salary currently exceeds the GS-13, step 10 level the incumbent's salary may be put on a salary control point at the incumbent's existing salary.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) Developing and analyzing software design and programming; 2) Providing information technology troubleshooting, assistance and guidance to customers; and 3) Performing contract management duties such as preparing procurement documentation, evaluating proposals, approving acquisition requests, monitoring contractor performance, etc.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
