This position is located in the Veterans Health Administration (VHA) Office of VA/DoD Health Affairs aligned under the Under Secretary for Health Chief of Staff Office. The mission of VA/DoD Health Affairs is to initiate and sustain partnerships with the Department of Defense (DoD), Military Health System (MHS) while supporting VHA's mission and promoting awareness of VA health care benefits and services to Veterans and Service members.
Duties
The incumbent is the Director of the VA-DoD Medical Sharing Office (MSO), in the VHA Office of VA/DoD Health Affairs, reporting to the Deputy Executive Director of VA/DoD Health Affairs. This position is responsible for all programmatic, budgets and personnel administration policies and operations issues related to the function of the VA/DoD Medical Sharing Office. In addition, the incumbent provides policy guidance and oversight on matters that cross specific programmatic lines external to the MSO and oversight for the many sensitive and high visibility activities and initiatives for which the MSO is responsible. Duties include, but are not limited to:
Supervising Program Analysts and Health Systems Specialists in carrying out all the responsibilities and requirements of the VA/DoD medical sharing program, and Joint Incentive Fund (JIF);
Evaluating policies and procedures for the various programs and integrating policy concerns across the sharing programs;
Reviewing the adequacy and timeliness of reviews and approvals of individual medical resource sharing agreements;
Analyzing and evaluating the operations of the medical sharing programs to assure that the needs of VA medical centers are met in a timely and appropriate manner;
Developing strategies to ensure that VHA is taking advantage of sharing opportunities that arise because of market/network forces, new programs or technologies, or other changes in the health care field;
Evaluating and refining existing reimbursement methods and developing new methods for use in sharing programs and opportunities;
Reviewing directives and guidelines for program implementation and operation, and working with program managers to develop integrated training programs for medical center personnel;
Coordinating sharing programs and objectives with other affected organizational elements;
Interfacing between the Defense Health Agency (DHA) TRICARE Health Plan, VISN Directors, VA Medical Center (VAMC) Directors, and VA Central Office (VACO) in developing and implementing VA/DoD medical resource sharing agreements;
Serving as the primary liaison with the TRICARE Health Plan, analyzing methods to improve VA's participation in DoD's TRICARE program, and supporting VHA's transition efforts for Veterans and Service members;
Supervising the JIF program by providing national-level policy guidance in order to increase access to health care, improving quality and continuity of care, and driving cost savings for VA and DoD.

Qualifications

In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must meet the Individual Occupational Requirement (IOR)
An undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration,
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You will qualify based on your specialized experience and/ Individual Occupational Required as described:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advising on personnel administration, resource management, strategic planning, health care administration practices and policies; consulting and advising on policy, planning, organization, management, administration and technical matters; preparing special reports, issuing briefs and decision papers; analyzing health care programs and services; analyzing various situations and determining appropriate solutions and consequences of actions; developing position descriptions, coordinating with all levels of the organization to ensure time-sensitive communication is met; and performing the full range of supervisory duties to include performance management, disciplinary actions, leave administration, and reviewing and assigning work.

Analysis & Problem Solving: Provides in-depth analyses of health care programs and services, to include progress in meeting expected deliverables. Based on such analyses, provides sound advice and recommendations to a variety of individuals, to include leaders.
Oral Communication: Informs key staff of emergent issues that may have widespread effect on the organization and/or its. partners; updates are provided as needed. Makes expeditious decisions concerning appropriate approach for issue resolutions.
Analytical Reasoning: Analyzes and evaluates a large variety of topics and prepares oral and written reports of findings. Topics include clinical, research, professional development, health data sharing, business processes, and financial matters.
Organizational Performance Improvement: Demonstrates methods to improve follow-up and response process. Uses highly developed oral and written communication in preparing and delivering a variety of frequent communications to include use of emails and teleconferencing, to produce presentations, briefings, reports, and in-progress reviews.
