Duties

Typical work assignments include: Serve as the Regional Operations Manager (ROM) and key advisor regarding administration and coordination of CISA operations activities. Lead, manage and contribute to the CISA Regional Operations (OPS) core functions. Core OPS functions include tracking, reporting, serving as an information hub and clearing house, and maintaining critical data and information for regional personnel. Plans and conducts a variety of comprehensive, complex and sensitive/ classified projects and studies that encompass the analysis and evaluation of critical infrastructure protection and resilience efforts; creates business and management practices for application of IP programs and operations; administers program policies, regulations, goals and objectives. Supports the Regional Director in determining regional critical infrastructure protection and resilience priorities, goals and strategies to effectively provide infrastructure protection support within a region. Analyzes, develops and reviews a variety of technical and operational reports submitted by CISA, DHS components, or other agency officials and private sector stakeholders to ensure an effective flow of communication exists to and from the region. Serves as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems to make the region as effective and efficient as possible. Supports the Regional Director and regional personnel during planning and execution of incident response, including drills or simulations to ensure effective infrastructure protection execution during a crisis. Develops and implements guidance and standard operating procedures and advises the Regional Director and senior management of the status of programs to facilitate prevention and protection action planning and decision making. Identifies relevant issues and any cross-regional dependencies/interdependencies, collects relevant information, devises new analytical techniques to evaluate findings and makes authoritative recommendations. Provides operational and critical infrastructure analysis and produces regional and district-level reports to keep stakeholders informed. Collaborates with other CISA and DHS components/divisions and other federal agencies to support the critical infrastructure security and resilience mission at meetings and regional workshops.

Qualifications

You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Managing incident response operations, including drills and simulations, field planning and execution efforts for National Special Security Events and Special Event Activity Rating Events; and Analyzing, making decisions and presenting recommendations to assist Regional Directors in identifying shortfalls for corrective action; and Interpreting infrastructure protection, policies, regulations, and precedents. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
