You will serve as a Management and Program Analyst in the Naval Health Research Center of NAVHLTHRSCHCEN SDIEGO.

Duties

You will assist the Commanding Officer with management control and evaluations, with formal assignments as the Command Evaluation Program (CEP) Officer and Anti-Fraud Program (AFP) Manager. You will develop and manage local applications of the Command Evaluation Program, to ensure that an independent local assessment capability is available to the Commanding Officer. You will independently design and conduct comprehensive evaluations of the compliance of each reviewed program or process. You will adapt when faced with unexpected situations, demands and requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Utilizing comprehensive knowledge and abilities regarding the planning, execution and reporting phases of evaluations, inspections and investigations. Utilizing budgeting, accounting, timekeeping, support agreement and travel management concepts and practices to evaluate financial operations and their various interfaces with the management and operations of science programs. Applying sound, independent judgment to the management of a command's internal assessment program and development of products useful to the executive leadership. Establishing and maintaining effective working relationships with leadership and staff. Researching laws, regulations, policies and precedents applicable to the operations and resource management of a program or process. Utilizing interview process participants and stakeholders, analyze problems, reach objective conclusions, articulate findings, and prepare and make oral and written executive-level presentations in a logical, clear, concise and compelling manner. Utilizing standard computer software applications in support of program operations, including but not limited to word processing, spreadsheet analysis, database management and supporting graphics. Composing and drafting briefs, reports, directives, standard operating procedures and official correspondence.
