This position is located in the Division of Resolutions and Receiverships, Financial Services and Technology of the Federal Deposit Insurance Corporation and provides support in the areas of project management, business analysis, and/or Information Technology consultant on initiatives, programs, and projects.

Duties
Serves as a Project Manager, Business Analyst, and Information Technology (IT) Consultant on initiatives, programs, and projects that implement the division’s IT strategy.
Manages a portfolio of software applications and ensures IT capabilities align with client’s current and future business requirements.
Leads IT projects utilizing modern project management best practices and principles. Creates, maintains, and reviews project management documents and deliverables.
Develops and delivers oral and written presentations to senior management officials and provides regular briefings on the status of active IT programs and projects.
Maintains effective working relationships with clients, management, contractors, and personnel from other divisions to ensure success of IT initiatives.
Leads IT initiatives including application development and software implementation projects.
Serves a liaison between system owners, business users, development teams, and management to ensure IT solutions are properly implemented.
Develop project deliverables including, but not limited to, epics, user stories, use cases, test cases, process flows, and user guides.
Provides technical expertise and guidance in the development, implementation, and maintenance of automated tools, applications, and systems.
Leads re-engineering projects that analyze current business processes and develop proposed IT solutions to enhance and/or automate operations.
Assists clients in identifying, analyzing, and prioritizing IT requests based on value and impact to business operations.
Advises management on emerging issues and innovative solutions to facilitate the resolution of complex business requirements.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is in at least two of the of the following: 1) hands-on experience leading custom software development or maintenance* initiatives as the Project Manager, Product Owner, Lead Business Analyst, or IT Architect; 2) personally leading project team members to develop, deploy, and maintain application software; 3) personally developing project artifacts such as: project schedule, budgets, requirements, epics, product backlog items, solution designs, test cases; and 4) personally performing business process analysis, system testing and training on custom software development or maintenance projects.
*Note: Custom software development or maintenance includes software developed using Low-Code/No-Code platforms such as Salesforce, Appian, or ServiceNow, or software developed using various languages such as Java, C++, etc. Custom software development or maintenance does not include projects to implement commercial off-the-shelf software (COTS) or projects to create, configure, or maintain infrastructure (e.g., servers, networks, databases, etc.)
