The Management Analyst position is located in the Department of Program Services (DPS), Judicial Services Office (JSO), Judicial Policy Division. The JSO provides support, services, and programs addressing the needs of federal judges-Article III (court of appeals, district, and Court of International Trade), territorial district court, Court of Federal Claims, bankruptcy, and magistrate judges and their staffs.

Duties

This position will report to the Chief of the Judicial Policy Division in the Judicial Services Office (JSO). The JSO is seeking an experienced self-motivated Management Analyst to join its team. JSO serves as a liaison, consultant, advocate, and resource on matters that affect judges within the AO and with the Federal Judicial Center, the U.S. Sentencing Commission, executive and legislative branches of the federal government, the public, and others. The purpose of the position is to provide expertise on Judicial Conference policy regarding Article III judgeships; the standards for recommending additional Article III judgeships; the history of changes in the number of authorized Article III judgeships; the policies, procedures, and statistics relevant and necessary to conduct the biennial survey of Article III judgeship needs; other matters related to Article III judgeships, such as vacancies, change in the number of senior judges, etc.; and is responsible for the management of the biennial survey of Article III judgeship needs. This position also provides expertise on Article III caseloads and workloads, statistical data analysis and presentations, and policy matters regarding statistical data collection and reporting that fall within the jurisdiction of the Subcommittee on Judicial Statistics of the Judicial Resources Committee. This position works with and coordinates JSO Judicial Programs Division staff to perform research to identify and describe factors, including detailed analyses of caseload and other relevant factors, that the Subcommittee on Judicial Statistics, the Committee on Judicial Resources, and the Judicial Conference use to make recommendations to Congress and the President on the need for additional Article III judgeship positions, the conversion or extension of existing temporary Article III judgeships, and whether to leave a judgeship vacancy unfilled in Article III courts with consistently low caseloads. This position is responsible for writing and presenting agenda items that are presented to the Subcommittee at its biannual meetings, often working with other AO staff in the drafting and review of the items. The incumbent responds to inquiries from AO staff, judges, court staff, members of Congress and congressional staff, and the public regarding the biennial judgeship survey; Article III judgeships, caseload statistics, and workloads; and judicial vacancies. The duties of this position include, but are not limited to: Providing information, procedural advice, and policy guidance, to federal judges, court executives and their staffs, AO management, members of Congress and congressional staff, and the public on Article III caseload statistics, workloads, and judgeship needs. Developing, preparing, compiling, and presenting the agendas, agenda items, and reports for the Subcommittee's biannual meetings held each year in coordination with Judicial Resources Committee staff in the AO's Human Resources Office. Reviewing and assisting with drafting agenda items, statistical reports, and similar publications prepared by other AO staff, including AO reports, reports to Congress, and items of interest prepared for other Judicial Conference committees. Leading and overseeing the biennial survey of Article III judgeship, including providing oversight of the work of JSO Judicial Programs Division staff. Coordinating with the AO's Office of Legislative Affairs to monitor, analyze, and draft legislation related to Article III judgeships, including drafting legislation and related correspondence reflecting the Judicial Conference's Article III judgeship recommendations. Preparing communication materials, talking points, and technical presentations for Subcommittee meetings, Committee members, and judges or AO staff providing testimony for congressional hearings and responses to inquiries related to Article III judgeship legislation. Assisting and supporting the tracking and recording of Article III judge vacancies, nominations, and confirmations in a database used to ensure that the uscourts.gov judicial vacancies page is current and accurate. Coordinating with JSO staff conducting magistrate judge position and bankruptcy judicial resource surveys to review survey reports and provide relevant information on caseload, current and historical Article III judgeship recommendations, and other factors that will assist the staff in conducting the survey. Serving as a liaison and subject matter expert on Article III caseload statistics, workloads, and judgeship needs to the AO's Judiciary Data and Analysis Office (JDAO) and the Data Governance Board (DGB) regarding development of polices and recommendations on the use of the judiciary's statistical, financial, and personnel information. Coordinating with judges, court staff, internal groups, and AO management on the development of other projects, reports, and publications.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Knowledge of management analysis theories, principles, practices, and techniques; Experience in data collection, interpretation, analysis, evaluation, and recommendation; and Working knowledge of various processes of compiling and using statistical models, tables, graphs, charts, and reports.
