This position is located in the Office of the Chairman and serves as a Program Support Specialist to the Chairman, who directs the Commission and its operating programs. The work requires analytical ability, judgment, discretion, and comprehensive knowledge of a substantial body of administrative, technical, and specialized program principles, concepts, methods, policies, and objectives.
Duties
The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Provides administrative support of a substantive nature to facilitate program management to the Office of the Chairman. Discusses a wide range of sensitive and non-sensitive issues with the Chairman and diverse individuals, groups, and organizations having business dealings with the Commission.
Develops specialized memoranda, documents, and reports for management review and provides detailed feedback and analysis on materials prepared for the Chairman and office staff.
Responds to program inquiries and/or resolves problems and issues based upon a thorough knowledge of established policies, rules, and regulations. Collects, evaluates, and performs extensive research before referring inquiries to the Chairman.
Recommends policies, procedures, and practices to manage the office's operating programs. Advises the Chairman on obtaining additional staff to manage projects and on human resources policies and procedures to accomplish this task.
Administers the Chairman's budget operations and independently develops budget formulations projections.
Manages program functions such as travel, maintaining the office calendar, and scheduling and arranging meetings and conferences. Attends meetings with the Chairman as required.
Plans, obtains, and directs the full range of the office's program support and related services, e.g., telephones, equipment, supplies, purchasing, etc.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes analyzing internal office workflow and establishing procedures to improve effectiveness and efficiency of operations; coordinating and scheduling appointments, meetings, telephone calls, conference space and travel for others; determining the nature of inquiries and providing guidance on organizational policy and programs; and providing recommendations to identified conflicts and competing interests within the office to ensure the agency's continuous success.
OR
Have successfully completed a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related.
OR
Have a combination of experience and education as described above.
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes administering budget operations and developing budget formulation projections; drafting specialized memoranda, documents, and reports for management review; providing guidance, training, and instruction regarding administrative procedures and policies; and reviewing written work products of program offices for grammar, spelling, and adherence to guidelines.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
