The incumbent will serve as Program Specialist for the Fiscal Service, providing support in a variety of ways, including staff support with a wide spectrum of duties. This includes administrative duties and program support as needed.

Duties

Major Duties: This position assists and serves a wide range of functions within the Fiscal Service. Incumbent will be trained on a variety of tasks that are performed by Fiscal Service staff to assist in maintaining the continuity of service Fiscal provides to customers. This means the incumbent will be assisting or backfilling the need to perform certain tasks/assignments as needed. Along with Accounting and Budget function support, other primary duties will include PIV card maintenance, timekeeper duties, and monthly billing support. The incumbent will also provide administrative support in the form of managing office supplies and equipment, office space, mail service, and other administrative duties as assigned. Receives telephone calls and greets visitors to the office. Screens callers ascertaining name, affiliation, and purpose of visit, and based upon subject matter, determines whether matter should be referred to supervisor or other appropriate staff members or whether information can be supplied personally. Obtains needed background information before referring issues to supervisor, and uses independent judgment in referring, initiating, or disposing of inquiries and requests. Maintains timecards, initiates personnel actions and overtime actions, and ensures appropriate personnel actions are done on a timely basis for the supervisor's subordinate staff. Serves as the timekeeper for assigned T&Ls. Takes notes and transcribes personal and telephone conversations. Records, transcribes, and edits the minutes of various meetings (e.g., staff meetings, boards and councils) following the medical center standard format, preparing the minutes for distribution, singling out the action items, establishing deadlines and following up as required. Ensures that minutes are recorded and prepared in a clear and accurate manner with appropriate reference made to emphasize and/or delete items from the meeting in coordination with the supervisor. Utilizes advanced features within share-point, MS office and other automation applications to draft operational systems and solutions optimizing efficiency within the Fiscal Service. Receives and processes all correspondence and documents transmitted through the Fiscal Service for review, approval, and signature, establishing controls on certain items, including suspense items, recurring and non-recurring reports, Medical Center correspondence, etc. Prepares responses on correspondence, including memoranda, reports, etc. (written and electronic) on own initiative, utilizing reference materials as necessary. Non-routine matters are initiated, researched, and coordinated for the supervisor for acceptable response. Work Schedule: Monday - Friday; 8:00 a.m. - 4:30 p.m. Position Description Title/PD#: 613- 23214 Telework: Available Physical Requirements: The work is sedentary and includes activities necessary in filing and transporting light items, such as files, papers, and small equipment items. Some walking and bending required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but are not limited to: Administration Management, Analysis and Problem Solving, Customer Service, Computer Skills, and attention to detail. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-7 position, applicants must have served 52 weeks at the GS-6 grade level. SF-50, Notification of Personnel Action (for Eligibility and/or Time-in-Grade): If you are a current federal employee, you must attach your most recent, non-award SF-50. This SF-50 should not be more than a year old and must show your current position, grade and step. Award SF-50's typically do not provide sufficient information and will not be accepted if they do not include Grade and Step. In order to clearly demonstrate you possess the time-in-grade as required by the announcement, additional SF-50s should be attached which clearly demonstrate the minimum time-in-grade requirement. Examples of appropriate SF-50's include: Within grade increases at the highest grade held Promotions with an effective date more than one year old SF-50's at the highest grade held with an effective date more than one year old There is no educational substitution for the GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
