The position serves as a Program Specialist for the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO), Human Resources Program Management Operations (HRPMO). Provides guidance and technical expertise in support of OSO/HRPMO leadership by assisting on matters of administration, customer support, coordination of special HR projects, and similar activities of HRPMO.

Duties

Specific duties include: Provides administrative and general support and provide substantive reviews of briefing materials, policy discussions, assessing administrative requirement needs, developing business plans and meetings preparation. Coordinates internal and external administrative activities and provides in office support of activities including coordination with all levels of management in support of taskers. Performs special projects and recurring assignments which may include the planning and coordination of presentations or events such as recruitment fairs, information sessions, conferences, employee engagement activities, or site visits. Conducts special studies and analyses of a variety of administrative activities functions. Analyzes program areas, evaluate effectiveness, and determine compliance with Department procedures and regulations. Manages all correspondence and workload tracker. Ensures proper formatting in accordance with applicable business rules before submission to leadership for approval. Provides support for calendars by determining availability for meetings, conferences, and other activities. Sensitive to and cognizant of protocol with respect to requests for the executives' attendance and participation at various meetings, ceremonies, events, etc. Maintains HRPMO SharePoint site. Manages permissions, provide updated links, and add high priorities projects/assignments to taskers for review and approval. Studies and analyzes office automation needs and system capabilities for internal controls and management accountability for the entire HRPMO office. Coordinates requests for equipment and supplies to include equipment maintenance, shipping, and storage. Develops methods for automating reports and determines the best software type for each report or data categories. Uses a variety of office automation software. The reports will involve analytics and metrics as requested and will require the development of the report in support of the task and information requested. Manages the production from various sources, including the contract advertising agency, contracts awarded through servicing contracting offices and in-house. Establishes and maintains systems for control of production to ensure work is performed on time, within budget and in accordance with approved strategies and procurement regulations. Serves as primary contact for customers contacting the HRPMO team, providing advice and assistance and follow up when research is required. Assists with inhouse budgetary related actions. Serves as fund certifying official for travel performed by the HRPMO team. Arranges travel and itineraries for the HRPMO leadership and maintains regular communications while members of the team are in travel status. Serves as credit card/purchase card holder for non-procurement and training, incumbent ensures that purchases and training are entered and billed correctly and assists in preparing for budgetary mid-year and year-end reviews. Gathers, prepares, and submits documents required for Director of HRPMO personnel administration actions, to include end of year performance reviews. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13 . Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/04/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-11 Grade Level: Specialized Experience: Specialized experience is defined as experience gathering a variety of data specific to a program to extract pertinent data to make recommendations regarding operational or procedural changes. Experience in coordinating calendars to determine Executive Director availability for meetings, conferences, and other activities. Possess business acumen and communication skill sets to manage effective business partnerships with contracting officers, VBA business lines, and program participants. Experience planning, directing, controlling, and monitoring tasks to evaluate and/or correct deficiencies in program requirements, or policy development, or related support programs. OR Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. GS-12 Grade Level: Specialized Experience: Specialized experience is defined as experience in performing a variety of administrative programs, including making travel arrangements for management and compiling information from a variety of sources to prepare reports; providing clerical and administrative support to supervisors and other key officials; fielding inquiries from a variety of customers and directing them to the appropriate personnel; and maintaining an executive's calendar by planning and scheduling appointments and meetings based on their priorities. The incumbent possesses knowledge of administrative regulations and operating procedures plus skill in applying administrative inquiry techniques to gather evidence of compliance with regulations. GS-13 Grade Level: Specialized Experience: Specialized experience is defined as work that involves preparing detailed responses for executive concurrence and/or signature to external inquiries requiring minimal edits, having experience in managing the day-to-day operations of an Executive Director (SES) Front Office. Knowledge of various computer programs, including databases, to prepare correspondence and reports; track, extract, and analyze data; and present findings in appropriate formats. The incumbent possesses knowledge of reviewing and evaluating completed staff actions (memos, reports, studies, fact sheets, information papers) for the overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is performed primarily while seated; however, the incumbent is required to do a moderate amount of standing and walking.
