The Supervisory Program Application Specialist (PAS) is located within the Health Administration Service (HAS), at the San Diego VA Medical Center providing direct leadership in HAS to include Outpatient Clinic Operations scheduling for the clinics in the main Medical Center and the Community Based Outpatient Clinics (CBOCs). The incumbent coordinates ongoing data collection, analysis and uses knowledge of System Redesign principles to determine organization performance.
Duties
The purpose of the Supervisory Program Application Specialist (PAS) is to assess the productivity, effectiveness, and efficiency of program operations and to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities and technical hardware, equipment and software applications. The work performed by subordinates, and directed by the incumbent is practical in nature and provides an essential service to Veterans and/or' their representatives; the work facilitates the work of numerous others within the VALBHS. Also, the incumbent serves as the integrator that coordinates the business process and software functions. The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
The incumbent coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance. The incumbent conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc.
Major duties include but are not limited to:
The employee is responsible for planning and scheduling ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration. Adjust staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons. Justify the purchase of new equipment. Improve work methods and procedures used to produce work products. Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.
The incumbent plans initiative for hardware and software needs for the service. The incumbent is responsible for the preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages. Responsible for determining the physical and data security needs for the service areas and implements necessary improvements. Assesses individual needs to determine appropriate level of menu access for staff, Regional Office employees, and employees from VISN VA facilities. Reviews access to terminal and file codes for the purpose of controlling access to the patient and medical records to assure compliance with the Privacy Act and Cyber Security regulations.
The incumbent identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. He/she coordinates with other staff to identify information needs and develops data collection methods and report formats to meet those needs. The Program Application Specialist organizes, compiles summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement.
The incumbent is responsible for the coordination, planning, implementation, and training for service and facility staff in business and functional areas for various information technology VISTA packages.
The incumbent provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software.
The incumbent coordinates ongoing data collection and performs analysis to determine optimal organizational performance. He/she uses available data to determine current performance and develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of Business Office practices.
The incumbent establishes administrative qualitative standards; the objectives of which is intended to improve programs, facilities, and operations.
The incumbent develops and implements standards that affect the service.
Incumbent maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements. He/she contributes to the professional growth and development of effectives teams and individuals on the team and ensures that staff is trained in Business Office principles and technical issues.
Work Schedule: Monday - Friday, between 7:00am -7:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinate ongoing data collection and performs analysis to determine optimal organizational performance; identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems; provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software; conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, and etc.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
