This position is in the Office of Disability Employment Policy (ODEP), Division of Administrative Systems and Financial Services (DASFS). The incumbent serves as an analyst responsible for providing expertise in the accomplishment of budget and program analysis functions.
Duties
Major duties for the GS-07:
Supports ODEP's components in planning and carrying out a broad array of assignments in the areas of procurement and finance, budget development, program planning, and program evaluation.
Assists senior analysts in supporting the maintenance of procurement, financial, and related management and tracking systems for monitoring expenditures and ensuring internal financial controls.
Develops and prepares reports and analyses.
Provides assistance to ODEP components, CORs, and Project Managers. Coordinates, communicates, and ensures cooperation among the contractor, CO, and associated Government personnel, to anticipate and resolve difficulties, and ensure satisfactory completion of the contract.
Uses automated acquisition management systems (AAMS) to generate, amend, modify, and track a variety of procurement actions such as micro-purchases. Systems may include but are not limited to; Electronic Procurement System (EPS), Federal Procurement Data System (FPDS), New Core Financial Management System (NCFMS), FedBizOps, FedBid, and other procurement systems.
Requirements

Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Program Analyst, as described below.
GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-05 in the Federal Service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position.
Specialized Experience includes the following:
Assisting with analyzing problems by researching data; and planning and organizing work.
Providing clerical duties and communicating effectively both orally and in writing.
Possesses knowledge of commonly used budgetary, contract or procurement methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget.
OR
Education: One (1) full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance.
OR
Combination of education and experience: applicable education and experience as defined above. The total percentage must equal at least 100%. This must be fully supported by your resume and transcripts.
OR
Superior academic achievement (S.A.A.). S.A.A recognizes college or university students who have successfully completed all of the requirements for a bachelor's degree and achieved superior academic standing as evidenced by one of the three methods described below.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
