This vacancy is for a Supervisory IT Specialist (Direct Hire) in the International Trade Administration within the Department of Commerce.

Duties

As a Supervisory IT Specialist (Direct Hire), you will: Serve as senior expert and consultant to top agency management officials providing authoritative advice and guidance related to the ITA IT policy. Provide program management services including policy formulation and adoption, budget formulation and compliance, capital planning, strategic planning, establishment of program performance metrics and reporting. Supervise staff, plan work and determine priorities in allocating resources; evaluate staff performance and provide counseling and instruction to subordinate staff. Prepare, present and and implement OCIO's strategic plan; and present briefings to senior management on policy and strategic planning programs. Provides credible, cogent, and timely advice and counsel to the Chief Information Officer and other ITA senior management on programmatic, infrastructure, and administrative aspects of policy and strategic planning. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Qualification Standards for Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements. BASIC REQUIREMENT: For the Information Technology Specialist, GS-2210 occupational series; GS-5 through GS-15 (or equivalent) qualified applicants must have Information Technology (IT) related experience demonstrating each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and Problem Solving - Identifies problems; determines accuracy and relevance of information; and uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirement above, applicants must also demonstrate specialized experience described below. SPECIALIZED EXPERIENCE REQUIREMENT FOR GS15: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service performing the following work: Oversight of an Information Technology (IT) Program, including leading teams and/or supervising IT staff. Serving as a leading technical (IT) expert performing planning, organizing, and directing the service delivery of an IT Program and/or related services. Interpreting, developing, and implementing information system policies and procedures, i.e., in Technology Business Management (TBM); Federal Identity, Credential, and Access Management (ICAM ); and Enterprise Architecture and framework and Homeland Security Presidential Directive 12 (HSPD-12). Communicating technical information to a wide range of audiences, including the most senior agency and/or organization officials. Oversight and responsibility for IT-related budget formulation, compliance, and risk management. **Your resume must clearly show experience that reflects the basic requirement and the specialized experience requirement.**
