This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management.
The primary purpose of this position is to serve as an IT advisor and subject matter expert on DHS/Nation-wide, national security systems for the storage and processing of biometric information for DHS National Security, Intelligence, and other DHS mission-related functions.
Non-BU: This is a non-bargaining unit position.
Duties
As a Information Technology Specialist, GS-2210-15, your typical work assignments may include:
Develops new theories, concepts, principles, and methods in all IT areas pertaining to IDENT and HART systems. Advises other IT experts throughout the Department and other Federal agencies on a variety of situations and issues that involve applying these new theories, concepts, principles, methods and standards.
Manages the Department's Supply Chain Risk Management Program. Serves as the DHS senior subject matter expert in the area of Supply Chain Risk Management Through collaboration of DHS and other government agencies' IT activities and risk assessments, the employee leads assessments, response and mitigation efforts, and coordinates activities across agencies. Advises senior executives on appropriate actions and countermeasures.
Leads integrated project teams consisting of contractor and government employees for creating approaches and solutions, in design reviews of proposed process and technical solutions.

Qualifications
BASIC REQUIREMENTS
For all IT positions at the GS-9 and abovegrade levels,individuals must have IT-related education and/or IT-related experience upon entry as stated below:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training, as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE
To qualify at this grade level, you must possess at least one (1) year of specialized experience equivalent to the next lower grade level (GS-14) in Federal Service or private sector equivalent experience. For this position, specialized experience is defined as:
Experience in the development, management, implementation, and advisement on Information Technology (IT) policies, methods, and procedures.
Ensuring enterprise IT network and system integrity and security.
Providing technical leadership and direction on IT Services and infrastructure.
Providing IT services and implementing IT solutions.
Dealing with enterprise IT management issues.
Management of staff.

CERTIFICATION
This position requires possession or ability to obtain a Level III Federal Acquisition Certification in Program Management/Project Managers (FAC-P/PM) with IT Specialization, or Level II DHS Systems Engineering, or equivalent. If you do not possess the certification, you must be willing to obtain this certification within 24 months of entering on duty.
