Duties

As a Management and Program Analyst (Direct Hire Authority), you will perform the following duties: Responds to senior management and executive-level leadership on questions pertaining to area of expertise within assigned offices. Serves as point of contact and authority in matters relating to assigned areas and is responsible for the validity of recommendations made to senior management. Provides information to senior management and staff, as requested, concerning personnel and personnel actions; relays information to the bureau on changes in human resource policy, directives and procedures in the assigned area(s); coordinates problem issues with supervisor and provides recommendations for resolution in assigned area(s). Represents the division at meetings, conferences, and/or seminars; responsible for recommending solutions or speaking on behalf of the bureau in resolving issues which impact the organization. Visits other installations, as required, to provide assistance or participate in activities. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. This Job Opportunity Announcement may be used to fill other Management and Program Analyst (Direct Hire Authority) GS-0343-12/13 Full Performance Level GS-13 positions within the Bureau of Industry and Security in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Providing support to management on human capital requirements, methods and procedures. Providing and relaying information on human resources laws, regulations, principles, practices, policies, or methods associated with strategic human capital management. Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Advising and providing end-to-end support to management on human capital requirements, methods and procedures. Independently interpreting and applying human resources laws, regulations, principles, practices, policies, or methods associated with strategic human capital management. Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Presenting briefings, issues, or recommendations both orally and in writing to department leaders.
