This High Reliability Organization (HRO) Coordinator is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Central Ohio Healthcare System (VACOHS). The purpose of the HRO Coordinator is to implement a performance Improvement Program at the Healthcare System Level and to develop an infrastructure for cultural change to advance the organization's journey to full implementation of High Reliability.
Duties
The Duties of this position include, but are not limited to:
Education (20%):
Provides Team Training, High Reliability Organization (HRO) training, and any additional quality related training as needed for clinical and non-clinical staff. Utilizing both in-person and virtual training methodologies based on training needs.
Provides training on NCPS Teams Training project implementation, monitoring, adjustments, and sustainment.
Develops, supports, and encourages Teams Training Master trainers throughout the organization.
Maintains flexibility/adaptability of communication techniques required for multiple audiences.
Utilizes change management principles and can examine and identify vulnerabilities within a system and speak on them with diplomacy and tact.
Maintains frequent communication with Teams Training Master trainers regarding training needs, schedules, and curriculum updates.
Educates leaders and staff on how to optimize the use of HRO Foundational Practices and Just Culture Principles.
Program Management/Administration and Quality Improvement (50%):
Serves as the Program Manager supporting new programs and initiatives.
Acts as the supporting consultant for the development and implementation of program operations related to new HRO programs and/or initiatives that have a direct impact on data management, processing, problem resolution, and process improvement along the journey to high reliability.
Stays current on all aspects of the initiatives, identify potential risks and issues, collaborate with staff both internal and external to ensure necessary requirements are appropriately documented and met, and effectively lead and socialize the changes necessary for successful implementation.
Utilizes knowledge of the VHACO's performance standards, quality and performance improvement principles, regulations and precedent decisions to assist the organization in providing policy and technical guidance to support continuous quality improvement and performance improvement throughout the organization.
Prepares policy, goals and guidance for implementation and evaluation of health performance improvement initiatives.
Supports organizational leaders by analyzing, evaluating and advising on the delivery and continuous quality and performance improvement of health care delivery services related to HRO.
Conducts innovative analysis and extends accepted standards to achieve HRO principles and an operating plan.
Consultation & Collaboration (20%):
Coaching, consultation, and monitoring of service level Team Training projects.
Works with all staff within the facility, including top-level management. Must have the belief that building a culture of safety is paramount and foundational to all services provided.
Collaborates with Patient Safety Managers, Quality Managers, and Systems Redesign to develop and implement strategies supporting the facility's HRO goals and objectives.
Consults with staff and management on ideas for improving just culture. Translates national guidance, policies, and strategies into action within the complex interrelationships that exist.
Works collaboratively with all types of staff across the organization. Coordinates, consults, and educates varied staff to promote patient safety. The incumbent is responsible for maintaining clear communication and a positive relationship with other departments and agencies, both within and outside of the VA.
Development & Monitoring (10%):
Works independently to schedule, and conducts classes for Teams Training, HRO, and Just Culture. This will include developing simulation sessions in in relation to reducing risk in clinical and non-clinical areas.
Tracking and monitoring of Team Training Service Level training completion. Maintain records and data of training completion. Report data to HRO Committee, Quality & Patient Safety Board and VISN HRO POC.
Assists in developing and translating policies, theories, and strategies into action within the complex interrelationships that exist related to HRO, Patient Safety, Just Culture principles, and clinical effectiveness.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the mission, organization, and program requirements of healthcare delivery systems; use of computer systems for entry and retrieval of data; gathering, developing, and interpreting data from various information systems; reviewing reports, records, and providing statistical analysis for accuracy; assisting with the development and maintenance of quality improvement plans; experience in the clinical environment including practices, procedures and policies; Identifying and improving quality outcomes and maximizing return on investment of utilized resources; planning, organizing, and directing a team.

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies and papers. The incumbent may be required to move wheeled tables and chairs as needed for training or conferences. At other times the work is sedentary, requiring the use of a computer.
