This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network 6 (VISN 6), at the Fayetteville VA Medical Center (VAMC), in Fayetteville, North Carolina, within the Learning Resources Service. This position serves primarily as a facility level training specialist administering the academic affiliations of colleges and universities affiliated with the medical center.
Duties
Duties and responsibilities for this position include, but not limited to the following:
Participates in the development of facility, VISN and national level plans to assure implementation of Academic Affiliation principles.
Prepares recommendations impacting the way planning and integration of the Academic Affiliation is carried out.
Performs administrative work related to the Office of Academic Affiliation initiative and local colleges and universities.
Participates on committees, task force . and teams as the Associated Health Trainee, Physician resident, medical student and all associated faculty resident, educational expert.
Promotes and disseminates Academic affiliation initiatives and other related projects with VISN, facility leadership and med1cal center groups.
Maintains and tracks all Academic Affiliation documentation using electronic means.
Possesses skill in establishing credible , professional relationships with Office of Academic Affiliations (OM), Employee Education System (EES), Medical Center (MC) staff, and university staff in order to successfully perform the required duties.
Responsible for the allocation process of all VA funded residents, their appointments to the VA, and management of the disbursement agreements with all affiliated institutions.
Prepares budget requests, stimulates the appropriation of fiscal support, prepares program calendar, and provides ongoing assistance in fulfilling medical center and staff needs.
Incumbent conducts special projects as assigned and/or appropriate. Special projects involve fact-finding and suggestions for problem resolution as well as assistance with development and implementation of new or reviewed policies or program changes.
Develops, gains certification in, and presents professional development specialty subjects to medical center employees. This includes, but is not limited to, soft skills subjects, periodic training as dictated by VACO, VISN, and Medical Center leadership (i.e. - VISN/VACO directed courses such as Soft Skills for Schedulers, Franklin/Covey courses, Coaching/Mentoring).
Plans and develops educational programs and/or projects where the program is of moderate size and complexity, with typical problems and/or issues. This includes service level training on educational programs on scholarship availability and frontline employee professional development.
Establishes criteria and conditions for education program and project evaluation.
Performs work in establishing the standards by which the education program and/or project will be evaluated.
Assists with training schedule development, classroom preparation, document development, and student tracking on an as needed basis with guidance from the supervisor.
Serves as an assistant Talent Management System (TMS) coordinator in the absence of the incumbent.
Completes required administrator training for initial certification and continuing enhancements.
Assists local domain users in password resets, training report development, and training supervisors and users on TMS functionality.
Assists with the design and presents mandatory training in the TMS Reports Function for Site/Service level TMS Administrators, Administrative Officers (AO's) and supervisors and develops recommendations for course revisions.
Assists with budget development for learning Resources pertaining to professional development initiatives, Academic Affiliations, and education related travel.
May be assigned to other designated education related programs as necessary.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to follow a set of guidelines that are specifically related to a assignment, endorses established procedures and techniques, and establishes clear precedents. Distinguish tasks with a series of related steps or processes, and identifies from a variety of alternatives by recognizing differences among a few easily distinguishable situations and exercising judgment regarding the most appropriate approach that strictly adhere to established processes and regulations. Applying specific rules, regulations, or procedures to issues that affect the overall accuracy, quality, and timeliness of the Service staff's final work products.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Work involves dealing with a variety or problems, questions, or situations in a specialized area of education for the purpose of developing projects, reviewing affiliations, and assessing the effectiveness of assigned projects. Plans, coordinates, and advises on work efforts; or resolves operating problems. Provides advice, clarifies problems, and resolves questions regarding plans, schedules, and methodology. Strategic planning, handles deviations in the work assignments, assess, select, adapt, and apply a variety of education concepts, practices, and approaches to assist in planning, developing, monitoring, an evaluating projects and studies for which standard methods may be adequate. Coordinates program activities such as needs assessments meetings, conferences, information gathering, and conducting negotiations for various aspects of the program

To qualify based on education for this grade level you must have for a GS-07 education: 1 full year of graduate level education GS-09 education: you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.,

Physical Requirements: Physical demands involve some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork involves traveling to teach succession program content, conducting interviews or needs assessments, providing continuous assessment findings to succession program participants, acting as faculty in VISN level programs and courses, professional and VHA meetings, participation in certification activities and traveling to sources of information.
Work is usually performed in offices, meeting rooms, schools or similar settings. Requires travel, including the normal everyday risks and discomforts of auto and air transportation. There may be occasional exposure to conditions in buildings under construction, repair, or demolition.
