This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN 6), at the Fayetteville VA Coastal Health Care System (FVACHCS), within the Learning Resources/Education Service; with emphasis on leading the Prevention and Management of Disruptive Behavior (PMDB) program in the FVACHCS.

Duties

Duties and responsibilities for this position include, but not limited to the following: Incumbent designs, develops, implements and evaluates strategies for effective communication and promotion of the PMDB and Workplace Violence Prevention Program, including: presenting at New Employee Workplace Violence Prevention Program: attending Partnership meetings or staff meetings to publicize offerings and accomplishments; independently communicating with officials within the agency to ensure that educational opportunities and efforts are promoted with respect to current and emerging plans. The incumbent coordinates with service lines to develop organizational educational and training plans related to PMDB. The incumbent will coordinate and instruct other trainings for staff development, supervisor training, and general staff professional development curriculum. The Incumbent will track employee compliance with educational standards on workplace violence for employees per National policies. Participates in all phases of planning, developing, implementing, and administering a training program which is responsive to immediate and longrange needs and goals of the VA associated with the PMDB program. The incumbent is expected to obtain certification as a facility or master level PMDB trainer within 180 days of hire and to maintain this certification as a condition of employment. The Incumbent will conduct PMDB training classes in conjunction with other facility trainers and will ensure an adequate number of qualified PMDB trainers are available for all classes. The incumbent will be in charge of carrying out the Workplace Behavioral Risk Assessment (WBRA) training program. The WBRA is a data-driven process in which individual facilities evaluate their own unique constellation of workplace safety factors. This tool enables facilities to make informed and substantiated decisions about the amount of PMDB training required to maintain a safe workplace culture. Based on the WBRA findings, the incumbent will input data, analyze the data, and develop specific training plans, including ongoing refresher training. The incumbent in this position will direct, train, and promote other educational programs and projects as assigned by Designated Learning Officer (DLO). And will develop complex curricula for adult education training programs, (which may be directed at all employees or geared toward a specific audience) by: analyzing the need for resources; preparing related program budget information; preparing a program plan; presenting the program to employees; providing ongoing advice and assistance; establishing standards to calculate program effectiveness; conducting reviews after each class cycle and analyzing data to ensure training programs are continually refined in the facility. Provides advice to management on all aspects of staff education, training, and development, including supervisory and management training, to ensure that identified organizational training needs are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS- 07 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The work involves providing administrative support as well as coordinating and instructing training for PMDB Program staff development, supervisor training, and general staff professional development curriculum. The incumbent's training mainly comprises of instructional problems that necessitate the organization, illustration, and interpretation of course material in order to reach and motivate students with varying backgrounds and levels of understanding or expertise. The work also encompasses gathering information, identifying, and developing recommendations to address substantive issues concerning the effectiveness and efficiency of PMDB Program work operations. Analyzes the effectiveness and outcomes of the educational activities in terms of impact in performance changes, cost efficiency, and support of the medical center's strategic plan. Works effectively with others, including the planning and problem-solving strategies among disciplines and facilitating open exchange of ideas between persons. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's in the field of education or a subject area related to the position to be filled or equivalent graduate degree or2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed post-high school education to meet total qualification requirements for the grade levels specified. You will be rated on the following Competencies for this position: Administration and ManagementClericalCommunicationCustomer Service (Clerical/Technical)Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent is required to physically complete, be certified, teach all levels of PMDB including verbal skills, personal safety skills and therapeutic containments skills. The physical requirements include standing, walking, bending, kneeling, and laying on the ground, raising your arms over your head, able to stand on one leg, and bend at the neck; as a trainer you will also be required to assist the master trainer in therapeutic containment demonstrations, which might require intense physical demands.
