You will serve as a Procurement Analyst in the Contracting Department of NAVSUP FLC PUGET SOUND.

Duties

You will initiate, develop, and implement procurement procedures. You will develop guidance materials to explain regulatory and policy changes, develops systems, procedures, and methods to effectively and efficiently implement policy and directives and provides expert technical advice to the Division Directors. You will advise contracting personnel on any existing policy, and procedures relating to the full scope of contracting matters. You will review and analyze all procurement processes on a continuing basis to assure efficient and effective management of the acquisition function and to promote uniformity of procurement operations. You will serve as the Quality Assurance Program Manager with responsibility to develop and prepare instructions related to quality and the acquisition process.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing a Comprehensive knowledge of procurement principles and methods to analyze, evaluate, develop and implement procurement procedures. You have experience utilizing a knowledge of acquisition planning sufficient to develop and implement a plan to procure a program. You also have experience analyzing all procurement processes on a continuing basis to assure efficient and effective management of the acquisition function. Examples of specialized experience include: 1) Consolidate and analyze collected data and generates statistical reports and trend analyses in accordance with the established quality assurance plan; 2) Develops guidance materials to explain regulatory and policy changes, develops systems, procedures, and methods to effectively and efficiently implement policy and directives; 3) Performs reviews of the contracting process; and 4) Prepares presentations for management, inclusive of recommendations for action as it relates to the customer focus, mission goals and objectives. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
