This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As a Program Analyst (Resources Management Officer), you will serve as the Office of Intelligence and Analysis (OIA) authority on the analysis of the areas of management operations, organizational structure and financial operating plans that directly pertain to the resources required within OIA.
Duties
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst (Resources Management Officer), you will:
-Provide general management functions necessary to achieve goals and objectives.
-Coordinate all aspects of budget development and execution within both Departmental and Office of the Director of National Intelligence (ODNI) budgetary processes, and responds to ODNI programmatic budget data calls and taskers.
-Prepare budget projections relating to upcoming contracts.
-Prepare procurement orders, and negotiate and monitor reimbursable agreements with combatant commands and intelligence community agencies.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience for the GS-14: To qualify at the GS-14 level, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes AT LEAST 5 of the following:
- Applying qualitative and quantitative analytic methods to evaluate budget proposals and provide guidance on the formulation of budget estimates; OR
- Building financial plans and developing recommendations based on analysis of program requirements; OR
- Performing project management and/or process improvement activities, including carrying out assigned projects to their completion; OR
- Drafting acquisition documents and accessing the strengths and weakness of contractor proposals; OR
- Managing relationships and customer service with key internal and external stake holders; OR
- Communicating information to a broad range of audiences.
Specialized Experience for the GS-13: To qualify at the GS-13 level, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes ALL of the following:
-Building financial plans and developing recommendations based on analysis of program requirements; AND
-Drafting acquisition documents and accessing the strengths and weakness of contractor proposals; AND
-Managing relationships and customer service with key internal and external stake holders; AND
-Communicating information to a broad range of audiences.
