The primary purpose of the position is to perform technical and administrative supervisory duties as the Unified Communications Chief.
Duties
Performs administrative and technical duties as a first-level supervisor to include directing and coordinating the day-to-day work of assigned personnel.
Performs services as systems administrator and directs subordinate system administrators sufficient to meet the requirements of USSTRATCOM organizations and their leadership, as well as all other customers of the Unified Communications Branch.
Serve as senior technical support advisor to management.
Serves as a Quality Assurance Evaluator to the Contracting Officer representative.

- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. If requested, the incumbent must submit to urinalysis testing.
- Incumbent must be able to obtain and maintain a Top Secret/SCI clearance as a condition of employment.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may resulting removal from this position. This position has been designated as IAT Level II.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying and directing methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems; to provide and direct support that minimizes interruptions in service to customers; and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology; Utilization of operating systems, associated devices, and the interoperability of systems sufficient to oversee the installation, upgrade, troubleshooting, testing, and maintenance of systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers; Integrating information system components sufficient to manage the planning, coordination, administration, and optimization of computer systems and system performance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, methods, and practices for integrating information system components sufficient to manage the planning, coordination, administration, and optimization of computer systems and system performance.
2. Knowledge of the latest advancements in technology to initiate and oversee corrective or preventative action sufficient to ensure optimum performance of the system.
3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, oversee the troubleshooting of database performance problems, and perform a wide range of senior systems administration functions.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to oversee the installation, upgrade, troubleshooting, testing, and maintenance of systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Ability to apply and direct the application of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems; to provide and direct support that minimizes interruptions in service to customers; and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the subordinates of an organization, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
