You will serve as a PROGRAM MANAGER (BUILDING PARTNERSHIP CAPACITY) of NIPO BUILDING PARTNER CAPACITY SUPPORT.
Duties
You will support total life cycle management of a variety of Navy IPO non-standard FMS cases and programs also known as Pseudo Lettes of Offer and Acceptance (LOA).
You will apply an extensive knowledge of administrative laws, policies, regulations, and applicable to critically important programs that provide direct support to the Combatant Commanders to achieve regional objectives.
You will manage, lead, plan, and execute programs as associated with Building Partner Capacity Authorities.
You will develop detailed plans, goals, and objectives for long-range implementation and program administration.
You will support reviews with high levels DOD, Department of State and Congressional leadership.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- CLP: Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: INTERMEDIATE
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the OSD and DSCA guidance for BPC Authorities. Experience with critical planning, schedule, and reporting requirements of Title 10 and Title 22 BPC programs and the FMS execution process.
