You will serve as a Supervisory IT Specialist in the Information Technology (IT) Division, Cyber Operations and Security Department of SUPSHIP.

Duties

You will develop and prepare all preliminary reviews and documentation needed for each implementation phase of Navy Marine Corps Intranet (NMCI). You will review and evaluate customer requirements and works on resolving inconsistencies or conflicting requirements. You will apply analytical processes to the planning, design and implementation of NMCI services to improve information systems and networks. You will monitor the contractor help desk and customer satisfaction database information. You will perform needs analysis to define opportunities for new or improved business process solutions in the deployment of NMCI services. You will develop overall functional and deliverable requirements for NMCI service procurement. You will conduct business process re-engineering for the migration of existing system and network architecture to the NMCI environment. You will prepare business cases for the application of NMCI IT solutions in support of multiple disparate requirements. You will define end user system and network scope and objectives to determine adequate NMCI service delivery. You will ensure the integration of NMCI services sufficient for critical procedures, databases, and policies.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Technical Support Specialist, Advanced level, within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing NMCI system service delivery requirements, capacity, performance, issues, or products to resolve recurring technical problems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring the integration of Navy Marine Corps Intranet (NMCI) services sufficient for critical procedures, databases, and policies. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include: Analyzing system and network NMCI solutions for customer requirements. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. ITrelated experience demonstrating this competency include: Consulting with customers to identify and specify requirements for the deployment of NMCI services. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Diagnosing and resolving NMCI service delivery issues.
