You will serve as a Program Analyst in the R&D Portfolio Director, Code 035 of OFFICE OF NAVAL RESEARCH.
THIS IS A DIRECT HIRE ANNOUNCEMENT.
Duties
You will perform analyses of the fiscal and programmatic portions of programs and projects within the department.
You will track grants and contracts, monitor programmatic milestones and make process improvement recommendations.
You will coordinate and analyze fiscal information.
You will plan, develop, and conduct financial reviews across the office.
You will develop, maintain and monitor integrated reporting systems.
You will review financial documents such as procurement requests, financial plan changes, and extension of funds.
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or pay band (NO-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1.) Performing analyses of the fiscal and programmatic portions of programs and projects within the department; 2.) Planning, developing, and conducting financial reviews across the office; 3.) Developing, maintaining, and monitoring integrated reporting systems; 4.) Analyzing, extracting, summarizing, and identifying trends or issues; and 5.) Reviewing financial documents such as procurement request, financial plan changes and extension of funds.

Education
The following education may be substituted to meet the minimum qualification requirements for this position
:Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related or Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
