You will serve as a Performance Assessment Representative in the Facilities Engineering and Acquisition Branch of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will review contract specifications for compatibility with the administration of performance assessment methods and procedures. You will provide assistance to the Contracting Officer's Representative and specification writer. You will attend and assist with pre-proposal site visits and pre-proposal conferences. You will conduct follow up assessment to ensure deficiency corrections have been applied. You will compile written reports to provide status or project updates.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work or training may require overnight travel away from the duty station. Travel by air is required.
  • You will be required to respond after normal work hours and work overtime on an emergency basis, and is required to provide a 24 hour emergency contact number. Emergency and/or after hours response situations are very rare.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Preparing cost analysis and estimates to determine the reasonableness of the contractor's proposal for modifications or changed conditions; 2) Conducting on-site performance assessment of contractors' operations to ensure proper procedures are followed; and 3) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems relating to performance assessment practices and procedures. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assessing how well contractors' performance, quality, schedule, and cost requirements are being met; 2) Reviewing invoices in an electronic invoice system and making recommendations regarding payment; and 3) Assist in the development of contract reports and performance standards. For GS-09
